เป็นสะพานข้ามคลองคูเมืองเดิม (คลองหลอด) ตรงปลายถนนบำรุงเมือง แต่เดิมเรียกสะพานนี้ว่าสะพานช้าง เพราะมีการสร้างอย่างมั่นคงแข็งแรง มีต่อม่อก่ออิฐปูพื้นไม้ซุง เหลี่ยมให้ช้างเดินได้ การที่เรียกสะพานนี้ว่าสะพานช้างโรงสีคงเป็นเพราะมีโรงสีข้าวตั้งอยู่ใกล้กัน ต่อมาพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ ให้สร้างสะพานช้างโรงสีขึ้นใหม่ เป็นสะพานคอนกรีตเสริมเหล็ก สร้างเสร็จเมื่อ พ.ศ. 2453 สะพานนี้ยังคงปรากฏอยู่ในปัจจุบัน ที่มาศิลปากร , กรม กองจดหมายเหตุแห่งชาติ. จดหมายเหตุการณ์อนุรักษ์กรุงรัตนโกสินทร์. กรุงเทพฯ, 2525 ,จัดพิมพ์เนื่องในการสมโภชกรุงรัตนโกสินทร์ 200 ปี.

เป็นสะพานคอนกรีตเสริมเหล็กแบบเรียบ ลูกกรงสะพานเป็นปูนหล่อชนิดโปร่งมีลวดลายแบบเรียบง่าย เสา ปลายสะพานมีรูปสุนัขปูนปั้น อันเป็นสัญลักษณ์แห่งปีที่สร้างสะพานนี้เสร็จ เมื่อปีจอ ร.ศ. 129(พ.ศ.2453) ต่อมาในช่วงระยะปี พ.ศ. 2517- 2518 กรุงเทพมหานครได้ปรับผิวจราจรขยายถนนให้กว้างขึ้น จึงจำเป็นต้องขยายความกว้างของสะพานออกไป แต่ก็พยายามรักษาองค์ประกอบเดิมของสะพานนี้ไว้ทุกประการ พร้อมกับทำแผ่นจารึกประวัติความเป็นมาไว้กับแท่นปลายสะพานด้วย
