คลองรอบกรุงขุดขึ้นใน พ.ศ. 2326 ด้วยพระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมีพระราชประสงค์จะขยายเขตพระนครให้กว้างขวางขึ้น จึงโปรดให้เกณฑ์ชาวกัมพูชา 10,000 เข้ามาขุดคลองคูพระนครใหม่โดยขุดเชื่อมคลองบางลำภูและคลองโอ่งอ่างเข้าด้วยกัน พระราชทานชื่อคลองว่า คลองรอบกรุงต่อมาคลองรอบกรุงแบ่งระยะเรียกเป็น 2 ตอน คือ คลองบางลำภูและคลองโอ่งอ่างตามพระราชบัญญัติรักษาคลอง ร.ศ. 121 (พ.ศ. 2489) และคณะรัฐมนตรีมีมติให้คลองรอบกรุงเป็นคลองอนุรักษ์เมื่อ พ.ศ. 2510 ในโอกาสสมโภชกรุงรัตนโกสินทร์ครบ 200 ปี รัฐบาลได้กำหนดเป็นมติคณะรัฐมนตรีเมื่อวันที่ 7 ธันวาคม พ.ศ. 2525 ให้ใช้ชื่อที่ถูกต้องของคลองนี้เพื่อเป็นอนุสรณ์สถานทางประวัติศาสตร์สืบต่อไปว่า คลองรอบกรุง กรมศิลปากรได้ขึ้นทะเบียนคลองรอบกรุงตลอดแนวคลองเป็นโบราณสถานของชาติโดยประกาศในราชกิจจานุเบกษา เล่ม 93 ตอน ที่ 68วันที่ 29 เมษายน พ.ศ. 2519 แต่ในประกาศนั้นใช้ว่า คลองโอ่งอ่าง

ลำคลองตลอดแนว คลองรอบกรุงเริ่มต้นตอนเหนือจากตำบลบางลำภูไปออกแม่น้ำเจ้าพระยาทางใต้ที่บริเวณใกล้กับวัดเชิงเลน (วัดบพิตรพิมุข) หรือเหนือวัดสามปลื้ม (วัดจักรวรรดิราชาวาส) โดยขุดเชื่อมคลองบางลำภูและคลองโอ่งอ่างเข้าด้วยกัน แล้วสร้างกำแพง ประตูเมือง และป้อมบนกำแพงรายเป็นระยะไปตามแนวคลองด้านใน ทำให้กรุงรัตนโกสินทร์กลายเป็นเหมือนเกาะ
